The Bureau for Planning in accordance to the regulation of the Head of BATAN No.  392/ KA/XI/ 2005 dated 24 November 2005, is a work unit under the Executive Secretary which has the duties to conduct planning, preparation of budget, and evaluation in implementation of programs in research, development and engineering, dissemination as well as institutional management.  

The Bureau for Planning is headed by an Echelon II official, heading 3 (three) sections at the level of Echelon III which are the Section for program Planning, section for Budget preparation, and Section for Program Evaluation. The Bureau for Planning in accordance to its functions conducts planning towards BATAN programs, budgeting, and evaluation, therefore the Bureau for Planning always gives attention to various changes created by internal as well as external conditions.

Internal conditions are conditions within the Bureau for Planning which contributes directly to the achievement of objectives and targets among others, consisting from the duties and functions, Human resources, means, facilitation, and network. The external condition covers various parties which are relevant with the program planning, budgeting as well as evaluation and reporting of the program. Changes which influence the strategic environment are in the form of laws and regulations in the field of planning, budgeting, and system as well as the attitude and behavior of the public towards the demand of "Good Governance" who desires openness of attitude, accountability and participation of the public in the national development.

VISION  :
“Realization of a Performance based Program Planning System and Budgeting in order to  Increase Achievement of BATAN Programs.”

MISSION   :

  1. Conducting development of a program planning system and budgeting of BATAN.
  2. Conducting preparation of a performance based budgeting of BATAN. 
  3. Conducting development of a system for monitoring, evaluation and reporting of BATAN.

Main Duty and Function

In accordance to the Regulation of the Head of BATAN Number 392/KA/XI/2005, the Main Duty and Function of the Bureau for Planning are as follows :

The Main Duty of the Bureau for Planning

The Bureau for Planning has the duty to :

  1. Conduct Program Planning
  2. Preparation of Budget
  3. Evaluation in Implementation of Programs of Research, Development and Engineering, Dissemination as well as Institutional Management.
  4. The Function of the Bureau for Planning

The Bureau for Planning in implementation of its Duties conduct the Functions in :

  1. Assessment and preparation of the national policy in the field of research, development, and utilization of nuclear energy.
  2. Coordination of functional activities in implementation of the duties of BATAN.
  3. Smoothening and guidance towards activities of government institutions in the field of research, development, and utilization of nuclear energy..
  4. Conducting fostering/guidance and services in general administration in the field of general planning, administrative procedures, organization and implementation of procedures, employee
  5. administration,  finance, archiving, logistics and household as well as education and training.

The Bureau for Planning possesses 3 Sections which each possesses the duties among others :

  1. The Section for Program Planning, has the duty to conduct planning for programs of research, development and engineering, dissemination, and institutional management as well as administrative affairs of the bureau.
  2. The Section for Budget Preparation, has the duty to conduct preparation of budget for programs of research, development and engineering, dissemination as well as institutional management.
  3. The Section for Program Evaluation, has the duty to conduct evaluation of reports in the implementation of programs for research, development and engineering, dissemination, institutional management as well as documentation affairs.
     

Head of the Bureau for Planning

Ir. Falconi Margono, MM. On the 16th May 2007 Ir. Falconi Margono, MM. was officially appointed by the Head of BATAN, Dr. Hudi Hastowo at that time to be the Head of the Bureau for Planning – National Nuclear Energy Agency replacing Dra. Ratri W. Pratiwi. Prior to being Head of the Bureau for Planning, he had the position of Head of the Section for Program Planning in the Bureau for Planning of BATAN since the year 2002. His first message was conveyed during the first meeting of the Bureau for Planning revealing several issues which are in connection to the implementation of work in the Bureau for Planning like issues in organizing of activities, implementation of activities as well as implementing human resources, and he also conveyed several work plans which shall be conducted during his leadership. He possesses an opinion regarding issues which must be given attention in organizing activities in the Bureau for Planning in connection with the implementation of performance of BATAN, which among others are :

  1. The need in giving attention to the direction of activities of BATAN itself like orientation to "BATAN Incorporated" (BATAN as a Work Unit).
  2. The need in having a view towards activities as a "Big View NOT Small or Many" and therefore all activities which shall be conducted will be more structured in achieving the desired end results.
  3. The mechanism of activities will be more optimal if it is conducted Cross Sections, Cross Centers/Bureaus,  Cross Institutions and Cross Countries.
  4. Implementation of activities will be far more efficient if conducted in groups.
  5. The activities conducted must conform to the Duties, Functions and Authority of every work unit.

Besides that, he also has the opinion that in the implementation of an activity, it is best to give attention to the issues in the implementation of activities which among others are :

  1. In conducting activities there should always have a value in innovation and improvement
  2. The Section/Sub-section to become a place for a "Learning Organization".
  3. Implementation of every activity should be made as a stage of sharpening competency of every personnel (Knowledge Based Economy).
  4. Decision taking shall be in accordance to the Authority to avoid policy overlapping.
  5. The accountability shall in accordance to the structural and detail duties possessed.

In the implementation of activities there will always be originating from human resources as actors of the activities. For this, several supporting means are needed to increase the performance of the human resources themselves through several ways, among others by creating Worker who has Knowledge and Function in work, conducting guidance towards staff members (specifically new employees), planning a career path for every staff member in the frame of increasing the career, to promote the growth of functional staff (specifically within the Bureau for Planning with the presence of  a Planner Functional Career), sharpening the culture of the Bureau for Planning (Planning Culture) to become an organization capital, implementation of management commitment to achieve a more optimal performance, as well to connect the work discipline of the employees with the output achieved. It is expected that the application of these issues will increase the performance and effectiveness of the employees in working and growing a work responsibility of every personnel. He has prepared a program of work and activities which shall be conducted during his period of appointment as Head of the Bureau for Planning, among others

  1. Reviving the "Legal Operating System" government program by conducting migrating of the Operation System which for so long has been used in the Bureau for Planning to an Open Source based Operation System, as well as procurement of Official Licensing for several computer which need a Windows Operating System.
  2. Planning an Education Program for a higher career level for Employees of the Bureau for Planning  in order to increase competency and insight of the personnel.
  3. Extension in the use of a Planning Information System which has been produced for the purpose of implementation of an On-Line system for activities in Planning, Budgeting as well as reporting of all work Units of BATAN.
  4. Program Creation and Activities by the Bureau for Planning covering the review of the Main target Program/Landmark of BATAN as well as conducting preparation of the proposal for the Medium Term Government Planning by more in depth detailing of the Strategic Planning of BATAN.
  5. Involve experts and Focused Group Discussion in addressing issues which are connected to …..
  6. Planning supported by Human resources (HR) in creating optimization in achieving results and effectiveness of performance.
  7. Inventory of issues in the center and summarizing these issues to become a Work Program.
  8. One Door Policy for Service Activities to avoid complexity of bureaucracy.
  9. Implementation of audit / evaluation of knowledge and Human Resources (HR).
